Most of the killed are, most likely, the members of Iran-backed militia. Some Iranian troops were evacuated in other cities after the strike. The tension has been increased due to the communication of Tehran and Islamic Republic on the subject of nuclear deal.

The choice of the target is explained by three messages that are to be sent by this attack. The second aim is to demonstrate the US partners in Iraq who are in good relationships with both the U.S. and Iran that the U.S. is not going to anger them. Third, the attack should reduce the Iran’s aggression and attempts to retaliate. The military attack has become the part of diplomatic outreach, which also includes the message of the U.S. concerning American hostages.
